The Indian Government has launched recently the faceless assessment system at all over port and custom stations in India.
The same as it is applied earlier in Income Tax filing and assessment, but the custom assessment is not like same as Income Tax assessment, because Assessment of income tax is not involves foreign currency and time bound charges of port, cfs & shipping lines, which are paid by importers and exporters which cost increasing of price of imported goods for domestic users or factories any way, their no pressures of buyer and supply of goods on time in market under Income tax assessment, which is very big difference between the both kind of assessment.
The vision of government about launching this system to avoid syndicate, corruption & delay of clearance from custom for Import and export goods.
There are no doubts on government’s intentions but is this really working and effective ? that has to be rethink by the superior authorities.
Even there are thousands of custom broker employees who were handling the assessment practice at custom stations are like to loose their jobs, there are families behind them, how they survive ? no one think about them. such employees were doing this job from more then 20 years and now what they will do to feed their families?
The assessment & clearance practice is very different from port to port and other custom station to another custom station in India.
As per the current scenario it is like luck by chance for importers and exporters, because same products assess some time without any delay or objections from one custom station and some time multiple queries raised by officers regarding various requirements from other custom station.
There are some uniformity in the assessment practice & in requirements should be issued by Government to solve the problems faced by trade partners.
Agreed but India needs uniform assessment practices. Also people who are doing assessment at ports can develop knowledge in niche areas like – IPR, FSSAI, ADC and move to a more consultation driven practice rather than a local liasoning based rudimentary style.
